Link types we will not build

Starter targets 2 to 4, Growth 5 to 8, and Professional 10 to 15 per month. These are ranges rather than guarantees because we will not hit a number by lowering the quality bar — an agency that promises an exact count every month is almost certainly buying links.
Do you buy links or use PBNs?
